- Abstract
The article focuses on the terrorist attack in the U.S. on September 11, 2001 and its impact on the U.S. government housing in the region of Naval Base in Guantánamo Bay, Cuba. The Cuban rafters in turn filed a lawsuit seeking constitutional due process rights which the U.S. Court of Appeals denied but the federal government under the administration of former President Bill Clinton granted humanitarian parole. The criminal jurisprudence and the Sixth Amendment rights are also discussed.
