- Abstract
The aim of the study is to determine the opinions of school administrators and employees of provincial directorate of national education about management of Directorate of National Education (MEM) upon values and to develop suggestions upon the findings. In the light of this aim, the perceptions of school administrators and employees of provincial directorate of national education about management of Directorate of National Education (MEM) upon values were analysed and suggestions were developed on the strength of findings. Study Group- The two populations of the study were MEM employees and school administrators (school principals and assistant administrators) of MEM. Since the population posed no difficulty to cover wholly, no sampling was used. Methodology- Aiming to describe the perceptions of MEM employees and school administrators about the management of Directorate of National Education upon values, this study employed survey method. Data gathering was conducted through "Scale for Management upon Values". The scale was developed by and its validity and reliability studies were carried out by Yılmaz (2007). The scale had been applied in primary schools previously and its Cronbach Alpha coefficient was found to be 0.96. During data analysis, arithmetic mean, standard deviation, t-test, one way variance analysis (ANOVA) and LSD test were used. In this context, the perceptions of the participants about the management of Directorate of National Education (MEM) upon values were analysed and then their suggestions to about management of Directorate of National Education (MEM) upon values were put forward. Result & Suggestions- The findings showed that the perceptions of MEM employees and school administrators about management upon values weren't sufficiently positive. The answers of the participants corresponded to "moderately agree". While the participants perceive the behaviours in their own responsibility as positive, they perceive those in the responsibility of upper management as negative. Therefore, the participants on the whole considered the management applications of Directorate of National Education upon values to be insufficient. In this research, compared to school administrators, MEM employees considered the management upon values in their institution to be positive. A similar research might yield deeper values if carried out in a qualitative research method.
