- Abstract
A second camera only seems to make sense as representing the Chamber of territorial entities. In this sense, the Constitution defines the Senate as the Chamber of territorial representation. However, the Senate is not a camera of territorial representation itself, nor in its composition or in its functions. Thus, for some time there have been attempts at constitutional reform (which are left in it) and doctrinal proposals. This paper summarizes the proposal and concludes with the authors personal considerations
