Abstract
The author reflects on the approach in the world war victims, where the distinction between the combatants and civilians are obscure and ignored. He cites that the perception of war victims has various connotations and the use of the term victim has several implications, thus the term must be used properly. He suggests that the International Committee of the Red Cross (ICRC) must find a way between a victim-oriented and a situation-conditioned approach.
