- Abstract
The danger industrialization brings has begun to be transferred from developed counties to developing countries as a result of globalization. While industrial accidents and occupational diseases have been increasing in developing countries, the employees in developed countries have come face to face with new risks because of negative working conditions in the service industry. The rapid emigration from rural areas to urban areas in developing countries, that uneducated workers cannot be adapted to businesses, working with negative conditions in network businesses of international firms, expansive informal sector and deficient job control in developing countries have caused the increase in the number of industrial accidents and occupational diseases. Social protection has been provided along two lines regarding industrial accidents and occupational diseases. The first one includes the foundation and the application of the occupational safety and health system aiming to prevent the risks before they occur. The second one includes the social security programs which compensate the income decrease and expense increase of employees and dependents because of an industrial accident and occupational disease after the risk has occurred. The deficiency of social protection before and after the accident or disease in developing countries is much higher than it is in the developed countries. However, the current regulations of occupational safety and health and the insurance of industrial accidents and occupational diseases exclude many of the employees. The new law of occupational safety and health enlarges the protection scope of the occupational safety and health. On the other hand, the self employed without having an employee and the ones working for the house services are excluded from the scope. Moreover, the fact that the insurance of industrial accidents and occupational disease excludes workers having daily fees, farmers, craftsman and artisans with low income, and the requirement stipulating self employed should not have any premium debts so that they can benefit from social security acts increase the deficiency of social protection. The numerical deficiency in labour inspection, unregistered employment and the deficiency of statistics regarding industrial accidents and occupational diseases give an impression that the deficiency of social protection is much higher than it is presumed in Turkey.
