Police Consolidation and Organizational Considerations: A Brief Review.

- Abstract
Police consolidation offers advantages that include increased ability to provide law enforcement services as well as cost reduction in many cases. However, consolidation has also drawn criticism from local leaders and citizens who object to the decreased self-governance and perceived loss of control over community enforcement. This paper briefly reviews both aspects of this issue and suggests that careful feasibility planning, clarity of command, flexible and accountable leadership and community policing practices may enhance the chances of success for police consolidation. The issue of costs of service, officer morale and community safety are also important factors in determining the feasibility of consolidating police agencies. Careful cost projections and research of the social and political considerations are necessary for any reorganization or consolidation of police services.
