- Abstract
For more than a century, English has played a vital role in the linguistic history of the Philippines. When the Americans occupied its capital Manila in May 1898, they immediately started building schools wherein American soldiers served as the first teachers and English was the medium of instruction. Since then, the teaching and learning of this foreign language has continued. As early as preschool, children are trained to speak American Standard English. Subjects, especially Science and Mathematics are solely taught in the said language. All of these contribute to the positive attitudes toward English of many Filipinos - seeing it as the language of the learned and the influential. This paper investigates the language motivations and attitudes of Filipinos toward learning English and its implications on Filipino as a national language as well as on other regional languages in the country. This article examines the effect of the educational policies implemented in the country from the American period up to the present in shaping the minds of Filipinos toward English and the American culture. In an initial assessment, results show that both instrumental and integrative motivations for learning English are present and thus create distinct yet complementing attitudes that favor the foreign language in higher functions compared to Filipino and other Philippine languages. As a conclusion, the study raises issues regarding the psychological aspect of language planning in the Philippines that is crucial in answering these challenges imposed by a global language on the national realities.
