- Abstract
The article reports on the adequate outcome indicators which can be helpful for the Constitutional Court in Colombia, the highest judicial organism of the state, in protecting the fundamental rights of internally displaced people (IDPs.) In 1997, Congress passed a law which granted extensive rights to IDPs but successive governments failed to implement the law. In a ruling in 2004, the Court concluded that local and national authorities in the country had failed to protect a wide range of fundamental rights, and asked several bodies in the country including the Civil Society Monitoring Commission, to provide technical documents to help establish outcome indicators. Based on the input from these organisations, the Court then established a series of guidelines for the indicators.
