- Abstract
From the educational context in public services there are several ways to interpret the interrelationships between the various internal and external classes, through the hiring of the best exponents intellectuals from hiring staff with a modern system of merit and opposition also called meritocracy to provide service to underserved communities by other governments as well as indigenous. In Ecuador, in recent years it has been experiencing a very significant improvement in the supply, delivery and quality of public services, sometimes led by local governments, other times by estates belonging to the central government, and in some cases as a competition between central government and local government, to offer and sell the citizen user, the image of this or that level. Public services are improving processes and procedures in an investment not only in infrastructure but also in enhancing the skills of human talent of each and all Ecuadorians. In the last 9 years of secondary education and higher education they have overcome profound changes in the administrative processes and the inclusion of new models of educational management, as well as restructuring and decentralizing public supervisory bodies of educational management as cases of units Now zonal division provincial supervision SENPLADES (National Secretariat of Planning and Development) and district education units more homogeneous. For the constitution of the Republic of Ecuador is the responsibility of the state to strengthen the processes of education at all levels, ensuring the quality of education in all educational units, institutions of higher education in addition to research centers and polytechnic schools, such as eradicating illiteracy in the country pure, functional and digital across the country for this is set medium-term goals of management such as the ten-year education plan and local and international. The education system in Ecuador is articulated in the National Development Plan as one of its main objectives within the national education system responsible for ensuring its autonomy, equal rights and participation.
