- Abstract
Based on the analysis of interviews with key actors in the drug policy decisionmaking process and the review of various documents, in this paper we approach the legal regulation of marijuana from the perspective of moral policies and ideational theory. The aim is to show how the ideas that formed the Uruguayan leadership in the 1970s when the drug problem entered the legislative agenda have endured throughout the development of policy, despite being challenged by other ideas. In addition to examining the process that resulted in Law 19.172, we look at the development of Decree-Law 14.294 and Drug Law 17.016. Finally, we explore President Mujica's ideas and role on marijuana legalisation.
