The article discusses responsibility over deterioration of foreclosed properties, particularly on the case Hausman v. City of Dayton. Topics discussed include the background of the case that started after the Machinery Merchants International defaulted on its payments to BancOhio, the ordinances in effect related to abandoned foreclosed properties and the issues to be faced by municipalities enacting Vacant Property Registration Ordinances (VPRO).
