- Abstract
The article discusses the issues related to the water sector in the United States. These issues are primarily directed at the Environmental Protection Agency and the Department of Homeland Security, but are also a challenge to everyone in the water sector to focus a significant effort on the critical data and information gaps that must be addressed if improving water security is truly a homeland security priority. There is a question over the importance of drinking water to the larger homeland security picture relative to other critical infrastructure sectors such as food, electricity, and finance. There is a issue of the recognition of the interdependencies between water and other critical infrastructure sectors and the consequences of a long term service loss. Another issue is the capability of the governmental agencies for providing an alternative water supply for both a short-term loss of service and a long-term loss of service such as one or two months. There is a need for the guidance in order to maintain a balance between prevention-detection and response-recovery activities.
