- Abstract
The article focuses on the environmental argument between Argentina and Uruguay for the construction of CMB and Orion pulp mills. Argentina filed the complaint at the International Court of Justice (ICJ) claiming that Uruguay breached the obligations which were issued by the 1975 Statute of the River Uruguay. ICJ decided that Uruguay breached its procedural obligations but not its substantive obligations.
