- Abstract
Strategic planning (SP) is a key managerial tool for business requirements, which can guide course and help in the interactions between internal and external environments. Despite the relevance of strategic planning, the micro and small enterprises (SME’s) use little of this tool, either due to its complexity, due to technical aspects or due to the lack of perception of practical results. The research that supported this article has as main objective to identify the specificities of SME's that most interfere in the elaboration/adoption of strategic planning. By means of a multi-case studies, five SMEs of the universe of the Local Productive Arrangement (LPA) of semi-jewels in Limeira/SP were investigated. Among the justifications for the choice of the universe, is the relevance of the activity of semijoias for the municipality and its representation, of 60%, in the national production of this segment. The results were analyzed focusing, mainly, the organizational, decision and individual specificities of the companies investigated. It was possible to identify that: the centralization of decisions in the entrepreneur; the need for short-term results; and decisions based on the entrepreneurs' intuition and experience; combined with the low expectation of productivity gain, with the use of SP in the medium term, are determinants of the low use of this tool by companies, which, however, use other strategies to guarantee its good performance.
