- Abstract
The article recommends the use of government-guaranteed bonds as a means of stopping the financial hemorrhaging of American automakers that are burdened by other postemployment benefits (OPEB) liabilities. It proposes that qualified companies be allowed to use government-guaranteed debt (GGD) to fund legacy costs, as well as for the development of advanced technology for fuel-efficient vehicles and certain of their components.
