- Abstract
The article describes the limitations of both law and markets as mechanisms for governing conduct within the financial services industry and analyzes the role of culture and ethics in financial regulation. It reflects how regulations can be leveraged to create an ethical culture in bilateral counterparty arrangements and examines Great Britain's "Treating Customers Fairly Initiative", a regulatory strategy designed to influence organizational culture surrounding the financial services.
