- Abstract
This article provides a critical analysis of the evaluative component of the education plan When Kids Come First, launched in New Brunswick. It supports the argument that the Ministry of Education's approach is coherent with management focused on performance results, meaning in this context that it does not confuse assessment of the education system and the assessment of learning. To reach this conclusion, we analyze the consequences of standardized evaluation in relation to performance-based management theories. Then, using the concept of the userfriendly tool developed by Illich, we show how standardized assessments could be used optimally without becoming an obstacle to the more humanistic and emancipatory aims proposed by When Kids Come First.
