- Abstract
The article examines whether, how and under what conditions human rights may affect the establishment and stability of non-unitary political orders that encompass populations sharply divided along ethnic, national, religious or linguistic lines. It is important to focus on conflict prevention or mediation, discussions for measures to implement minority rights open even to minority representatives and nongovernment organizations and monitoring of the Framework Convention. Social complexity and the rise of sophisticated political arrangements affect the adequacy of human rights as an instrument of government.
