- Abstract
In this article, the author discusses his understanding of the California Supreme Court rulings regarding the cases San Antonio Independent School Dist. v. Rodriguez and Serrano v. Priest, which applies to state funding of public schools. He claims that in both cases, the court ruled that high income districts, which paid more property taxes, could not be entitled to more funds by the state. The court imposed the concept of fiscal neutrality, allowing a state to release what funding it deems necessary per district. He suggests that opponents of the ruling do not understand the benefits of the system.
