- Abstract
Background: Development of genetic modification (GM) opens new horizons in the field of feed plant production. This is a strategic question for animal production, because the feed cost is the largest part of total cost in animal production. At the same time, there emerge many questions concerning the theoretical foundations, principles and practice of the regulatory framework of this unprecedented technological innovation. Objectives: The goal of this article is to give a broad overview on development of GM regulation in the European Union (EU). Materials and Methods: A scoping review, based on the most important scientific, economic and legal sources. Results and Discussion: Analysing the historical development of GM-related legislation in the EU it can be proven, that since the end of eighties of the last century the political consideration has got a dominance in debates in different legislative and decision-making organisations of the EU. At the turn of new millennium, the consideration of prudence has become much more important, than the promotion of technological development and the harmonisation of EU legislation with the general tendency of liberalisation in the world trade. There are considerable debates on current EU-level regulation of import and production of GM-products. The differing regulatory philosophies, principles and practices in the member states have demolished the general regulatory system, and now the individual member states have a high level of autonomy in allowance of GM production. At the same time, there is an increasing pressure from side of the most important feed exporters to take a more liberal approach. Latest results of biotechnology (e.g. genetic edition) further highlight the necessity of revision of the current regulatory system.
