In the article "Democracy on the ground: local politics in Latin America's left turn," Gabriel Hetland explores the factors that contribute to the success or failure of participatory democracy projects in Latin America. Hetland argues that national-level hegemony, defined as a ruling bloc that presents its ideas as the ideas of all, plays a crucial role in shaping local democracy. The author examines case studies from Bolivia and Venezuela to support this argument, highlighting how left-wing populist hegemony in Venezuela led to inclusive governance, while Bolivia's attempts at inclusive democratization fell short. Hetland's research is based on archival work, ethnography, and interviews conducted in four cities in Bolivia and Venezuela. While the book's analytical approach is precise, the classification of political regimes in Bolivia and Venezuela is less clear, and the discussion of Bolivia's democracy could have been more comprehensive. Overall, the book provides valuable insights into the complexities of democracy in Latin America.
