- Abstract
The article offers a law and policy analysis of reforms to legislative changes relating to the process and substance of teacher evaluations in the U.S. It explores the unintended consequence of impeding reforms and change when unions are excluded from teacher evaluations in collective bargaining negotiations. The need to permit districts to bargain teacher evaluations and the use of interest-based bargaining (IBB) are highlighted.
