- Abstract
The importance of participation is slowly permeating the field of social services. This article reports on research regarding the assessment that professionals make about citizen participation in social services. A mixed methodology was used to approach the topic. The quantitative approach, through surveys of professionals from municipalities and social organizations, provides a characterization of citizen participation in this field. The qualitative approach, through interviews with experts and social services professionals, allows for the identification of the main challenges and opportunities for citizen participation in social services. The results show a limited citizen participation, which is mainly of advisory nature. On many occasions, these are isolated experiences that never develop into structures or binding participation mechanisms. The research concludes that there is broad consensus among experts and social services professionals regarding the importance of user participation to promote social intervention that enhances user autonomy. However, they recognize limitations related to rigid institutional and professional cultures that hinder the flexibility required for participation.
