- Abstract
The article examines the legitimacy of non-state armed groups (NSAGs) within the African nation of Somalia. While these groups are often seen as lacking legitimacy as potential partners in the process of building security institutions, the author argues that when they are in control of a population this point of view should be reexamined. It is urged that engaging NSAGs to ensure civilian security is necessary in nations like Somalia, where civil war and high levels of insecurity facilitate the need to reduce armed violence. Methods of accomplishing this are discussed and specific Somali communities are profiled.
