- Abstract
In a case study of "Oak View Community School," it was found that the original purpose of involving adult community residents and classroom teachers in school management was not achieved. Analysis reveals several underlying factors that contributed to the failure of the innovation. Only after the blueprint for the school had been approved by the school committee and the school was under construction were the residents of the community invited to join the advisory council and help plan for the school. Findings also suggest that participation rates would have been higher if the school had provided child‐care facilities and financial incentives to parents. Moreover, the advisory council members deferred to school administrators' expertise on most substantive issues. The community school director had neither the behavioral science training nor the staff to assist in the major effort that would have been required to make the school a real change agent. Teachers were given no incentives to expand their roles outside the classroom.
