The article "The constitutional organization of the economy. From the regulatory State to the guarantee State" analyzes the evolution of the economy in Mexico, focusing on the change from a regulatory State to a guarantee State. The author highlights the importance of the Mexican Constitution of 1917 in this process and examines sectors such as telecommunications, energy, and the oil sector. The article also mentions the regulatory agencies that have emerged in these sectors. The article is part of a series of publications by the Fondo de Cultura Económica on the evolution of the Mexican Constitution. It emphasizes the transformation in the functions and strategies of the State and public administrations, moving from a model of a welfare State to a guarantee State. The importance of risk regulation is also mentioned, as well as the relevance of the valuation of archaeological assets and the lack of awareness about the social function of archaeological wealth.
