The article focuses on the development of community benefits agreement, land banks and politically engaged economic development and the Milwaukee's Park East Redevelopment Compact (PERC). It mentions that the U.S. Supreme Court decision in the cases Nollan v. California Coastal Commission and the Koontz v. St. John's River Water Management District which extends constitutional limits to monetary exactions and abilities of local governments to negotiate land-use approvals.
