The author reflects on the Public Service Amendment Act 2013 in Australia. He reports the new legislation addresses concerns on the loss of independence of the Australian Public Service by giving the power for appointing and terminating departmental secretaries to the Governor-General on the recommendation of the Prime minister, with five-year appointments for positions. He talks about the removal of performance pay for agency heads and the creation of a code of conduct for ministerial advisers.
