- Abstract
The article looks at the developments in the quality of health policy-making in England and in the role of the Department of Health as a learning organization. It notes that the country's health care services had improved in six areas including national health programs, costing of new policies, and implementation of new national policies. However, four challenges remain in areas related to governance reforms, information systems and health system policy-making.
