This essay discusses the effect of the Comité de moralité publique reform movement on the social life and cultural identity of Canadians in Montreal, Quebec. It describes urban renewal projects in the U.S. and related municipal action civic groups in Montreal, the ways in which the motion picture "The Captive City" was emblematic of the organized moral campaigns against personal vice, political corruption, and social decay, and the ways in which civic groups Americanized Canadian civic life.
