The article focuses on the extent to which recreation commissions of Connecticut towns, required by federal and state law to provide adaptive recreational programming for their citizens unable to engage sports and leisure activities, due to the severity of their disabilities. It mentions that need to encourage municipal recreation commissions to welcome the profoundly disabled in recreational programming under the U.S. Americans with Disabilities Act.
