An essay on the judicial enforcement of positive state constitutional rights is presented. Topics discussed include the Pennsylvania Constitution's Environmental Rights Amendment, Pennsylvania's courts attitudes towards the vigorous enforcement of positive rights provisions, and decision of the state Supreme Court in court case "Robinson Township v. Commonwealth."
