- Abstract
To ascertain whether Richard F. Fenno's congressional committee framework can contribute to an understanding of agenda setting, this essay attempts to derive hypotheses about the role of committees in agenda setting from that framework. The Fenno framework leads to a number of predictions, including (1) that the relationship between committee agenda and political agenda will differ for reelection-oriented, policy-oriented, and power-oriented committees and (2) that the Senate will surpass the House in agenda-setting activities. It appears to offer a promising approach to the empirical study of the illusive but important agenda-setting process.
