- Abstract
The article presents a discussion of the low rate of rental housing starts, the increasing number of apartment conversions to condominiums, and public policy concerns relative to owner-occupied housing stock. The article discusses costs associated with tenure choice (owning or renting), cash flow costs, and developing a measurement that takes into account transaction costs, capital gains, and tax implications of the acquisition and disposal of the housing asset from the years 1963-1978. The findings show that the cost of renting and its benefits have risen relative to the cost of owning.
