- Abstract
Concerns about the distribution of benefits from employer-sponsored retirement programs have led policy makers to significantly increase the regulatory burden that plans operate under and to curtail the generosity of the tax preferences for plans over the last 15 years. Both the increase in the regulatory burden and the curtailment of the tax preferences have been aimed at increasing the delivery of retirement benefits to rank and file workers. Yet the survey evidence suggests that little growth is seen in the coverage of workers under employer-sponsored plans and actual declines in some cases. In this article, the author addresses the underlying analyses that have led to the widespread conclusion that employer-sponsored plans are not providing benefits to the majority of retirees. The analysis herein compares the results of survey evidence from one of the major ongoing surveys used in analyzing retirement programs and information provided to the federal government in the process of income tax filing.
