- Abstract
The Armenian Issue, which became internationalised with the signing of the Berlin Agreement following the 1877-1878 Ottoman-Russian War, has become an important problem till now especially after the Transfer and Settling Law began to be employed by the Ottoman Government during the World War I. The events that happened during the World War I have been considered a significant turning point in terms of the history of Turkish-Armenian relations, and The Transfer and Settling Law, or the Events of 1915, has been the main point of debates around this issue. However, the period when the Armenian-based events mostly took place was the period between 1890 and 1909. Although the events of this period, which took the form of small and big revolts by the Armenian committees, have significance in the process that resulted in the employment of The Transfer and Settling Law, it must be remembered that they were the main reasons for the Events of 1915. This study is intended to examine the Armenian events that happened between 1890 and 1905 in the three of the so-called Eastern Cities, Erzurum, Bitlis and Mauretülaziz, which constituted the great part of the Eastern Anatolian Region, and their consequences.
