- Abstract
The article focuses on the need for amending Anti-Assignment Acts (AAA) which prohibits the assignment or transfer of claims against the government once a financial institution. It mentions set of events during 2008 financial crisis and the decision of U.S. Court of Federal Claims in the case Anchor Savings Bank v. United States on exemptions to the AAA. It also mentions COFC decision will provide the judicial framework to evaluate the Bank of America and JPMorgan transactions.
