- Abstract
The agricultural water price formulated under a single irrigation situation or a single objective can not reflect the interannual difference of irrigation water quantity and the diversity of water price interest groups. Based on the clarification of the dynamic and multi-objective nature of agricultural water prices, a dynamic agricultural water price calculation method based on water supply costs and farmers’ affordability was proposed, and a dynamic water pricing model combining the agricultural cost water price with the farmers’ affordable water price was established and applied in the project area of Boai County, Henan Province. The results show that comparing with the fixed agricultural water price, the dynamic agricultural cost water price and the farmers' affordable water price calculated under the dynamic hydrology conditions can reflect the dynamic change law of water supply costs and farmers' affordability more truly. The dynamic water pricing model not only considers the dynamic characteristics of water prices under different hydrological conditions also makes up for the inadequacy of single-target pricing, and at the same time taking into account the fairness of water consumption, and play a role in water prices to promote water saving in agriculture.
