Kavanaugh, Judge of the U.S. Court of Appeals for the District of Columbia Circuit, delivered at the Case Western Reserve University School of Law on October 1, 2013. Topics discussed include the interpretation and construction of statutes administered by the U.S. administrative agencies, enforcement of the separation of powers principle of the constitution, and the decision of various cases during wars.
