The article presents a discussion of the history, powers, and responsibilities of the U.S. Court of Appeals for the District of Columbia (D.C.) Circuit, adapted from the 2013 Sumner Canary Lecture, delivered by Judge Brett M. Kavanaugh on October 1, 2013, at the Case Western Reserve University School of Law. It discusses the D.C. Circuit nominations and appointment of Chief Justice John Roberts and Justice Elena Kagan during the administration of U.S. Presidents Bill Clinton and George W. Bush.
