- Abstract
The article reports on the performance-based pay program implemented in the U.S. National Geospatial-Intelligence Agency (NGA) and the approach used to achieve employees acceptance. The pay program serves as the NGA's new system in managing the salaries of people based on five salary bands including the employees in developmental or senior positions, performance level and for reserved managers and experts. It gains employees trust through the participation of the entire workforce in its development. It uses aggressive employee outreach and training of managers for process instructions. It also utilizes the annual survey of the system and the resulting payouts as an evaluation tool. Key points on the program's success were also highlighted to guide other federal agencies in planning.
