- Abstract
Administrative law during the year 2017 has been marked by important decisions and developments without however any in-depth changes. Some amongst them concern the rationalization of the functioning of the Administration namely with reforms relating to the category of independent administrative authorities. Others continue with giving rise to legal remedies against acts of soft law, in this case the guidelines issued by regulatory authorities. The flexibility that increasingly characterizes this matter extends to its specialized areas as well, such as administrative property law. The law on public property has thus become the object of reforms falling within the objective of an efficient management of public assets. If the developments of the year 2017 have been, mostly, commended by the doctrine, an important reservation has, however, to be made with regard to the protection of rights and freedoms with the transposition in general law of some measures of the state of emergency.
