The article presents a summary of the working paper "A Model of Market Surprises," by Lavan Mahadeva. The paper is aimed to offer a theory to link improvements in transparency to how well financial markets predict policy rates. It provides the different interpretations of policymakers as to what an economic shock means for interest rates. It also offers a view of policymakers' transparency when it comes to their explanations about the topic.
