- Abstract
Purpose: The aim of this study is to evaluate the performance of the 30 Health Service Regions (HSRs) created by the Ministry of Health in Turkey. Methodology: Data Envelopment Analysis (DEA) method is used to evaluate the performance of health service regions. The efficiency scores of HSRs are calculated and compared according to the CCR and BCC models in an input-oriented manner. Findings: According to CCR model results, 12 of the HSRs are efficient and 18 HSRs are not. Among the inefficient HSRs, the lowest efficiency score is 0.7660 in the 4th HSR, which includes Malatya, Elazig, Bingöl and Tunceli. The BCC model results show that while the number of efficient HSR is 21, 9 HSR is inefficient According to the CCR model, the overall efficiency score average is 0.9498, compared to 0.9769 in the BCC model. For the 4th HSR to be efficient, which has the lowest efficiency score in both models, it is necessary to decrease the number of beds by 39,86%, the number of general practitioners by 25,26%, the number of specialist physicians by 25,34% and the number of nurses/midwives by 39.17%. Originality: It is important to evaluate the current situation of the health district planning structure in order to achieve its purpose. When the literature was examined, no study was found evaluating the performance of HSRs.
