- Abstract
The article presents a speech by Robert T. Stafford, a U.S. Senator from Washington D.C., delivered at the Northeast Regional Convention of the Council for Exceptional Children held at the Sheraton Boston Hotel in Boston, Massachusetts on December 5, 1973. He discusses important decisions involving legislation concerning elementary and secondary special education programs for the handicapped. He imparts the information on the increase in federal funds for programs involving with mental retardation and the establishment of the Bureau of Education for the Handicapped due to the support of the U.S. Office of Education on special education. Moreover, he also acknowledge the vital role of the Bureau of Education for the Handicapped as an advocacy agency within the U.S. Office of Education.
