- Abstract
The article presents a statement by Kathern F. Gruber, assistant director of the American Foundation for the Blind Inc., delivered before the U.S. House of Representatives' Committee on Education and Labor, July 10, 1956. The statement pertains to the passage of H.R. 3136 and its implications for the education of all blind children in the U.S. It discusses the scope and limitations of the original Act which would be amended for the sixth time if H.R. 3136 becomes a law. Also, it stresses the concerns of the foundation about the objectives of the proposed regulation.
