- Abstract
Turkish economy in Republic era will be configured within the frame of national economic doctrine. In this configuration period, economic protectionism and the application of the custom policies have not been applied instantly according to the Treaty of Lausanne. Although it was possible to increase custom taxes at the end of 1928, there had been a boom in smuggling economy that was a threat for protectionism. The problem is due to economic factors beyond being a juridical problem. Inspection trip carried out by minister of the interior Şükrü Kaya in 1931 in Southeast Anatolia, which was the centre of smuggling economy, presents importance in terms of the recognition of the problem and political proposals.
