- Abstract
Protection of industrial property rights started with the privileges (recognition of monopoly in production process) and has kept going with the patents (monopoly in product). It is widely accepted that introduction of patent system was verry effective in the Industrial Revolution defined as the result of major technological inventions. In the United Kingdom where the Revolution started and in the USA where the revolution was successfully imitated, the contributions of patent laws to the sustainability of industrialization are evident. However, after a while, most of the patent rights which had been legitimized in almost all industrialized countries in Europe were repealed because of the demands by several non-governmental organizations for abolishing the protection brought by patent system and the strong protests against. But after this abolishment period lasting more than two decades, patent laws were re-enacted by the industrialized countries and imposed by them on the developing countries. The Ottomans who wanted to industrialize enacted such a law called "Ihtira Berati" in 1879 too.
