- Abstract
The activity of public and private sector's organizations is influenced by very complicated and dynamic environment in our days. Organizations must better manage used resources, striving to survive and ensure the efficiency of activity. Human resources are very specific and unique in every single organization. So human resources might become the source of competitive advantage and efficient activity. In those conditions the human resources and human resource management is becoming extremely important. However, this importance is not perceived or only decelerated formally for the most part in practice, not carrying out any factual changes in managing of this resource. The actual problem remains in theoretical aspect also: concepts "personnel management" and "human resources management" are used frequently in scientific works like synonymies, without evaluating differences of these two concepts. The article reveals the peculiarities of human resource management change. The analysis of scientific literature revealed peculiarities of human resources and the growth of their importance in the conditions of demand of efficient activity, intensive competition and globalization. So, human research management methods, means and philosophy must be changed according the change of importance of human resource management. Personnel management definitions and contents analysis revealed the internal orientation and operational needs of organization; the importance of individual employee is perceived, but it is desired to select skilled ones in order to avoid further investments. Different human resource management definitions are presented in scientific literature. These definitions reveal different aspects and perceived importance of analyzed object. Human resource management peculiarities analysis revealed, that according this philosophy: human resources are perceived as the whole complex and the most important organizational reserve; the internal orientation is supplemented by evaluation of external conditions and needs; there is obvious strategic orientation and active participation in organization's strategy forming and implementing; creation of value and competitive sources; human resource management activities distribution among different executors. Generalizing carried out analysis, it is possible to assert, that human resource management is natural evolutional personnel management continuation, that stipulated by changing external environment conditions. The distinctive features of these two theories are revealed by analysing personnel management and human resources management definitions and contents. They are: different main object, predominant point of view at employees, main aim, applied activity organization methods, the orientation in time and space, perception of activity importance, activity executors, participation in forming organization strategy, investment in human resources.
