If the practitioner is located in a different state, the practitioner may also need to comply with the rules in the practitioner's state, as well, depending on the state. Moreover, states differ in whether or not telehealth (versus in-patient visit) can be used to "establish a patient relationship" with a practitioner, because a practitioner can only prescribe to a patient with whom he or she has a relationship, as further defined by that state's regulations.
